ActiveSupport::OrderedHash#to_a For Ruby1.9 Compatibility

#2629

Simple bug I noticed while upgrading my app to 1.9 and rails 2.3.2. The ActiveSupport::OrderedHash needs a logical #to_a method so that it creates a set of 2D arrays like ruby's 1.9 Hash would.

The test in places passes under both 1.9 and 1.8.7
