Send CI failure/fixed notifications to Core Mailing List

So we can avoid the "build is broken and nobody knows" problem that we had during the BugMash.
If things go haywire and start spamming the core list before I can catch it, you can edit ci/cruise_config.rb to send only to me again (instructions included in file).
