Move AS even_odd require to validation where it is used

This patch moves the require of 'active_support/core_ext/integer/even_odd' to where it is actually used -- in the validates_numericality_of validation. This allows other classes to include and use validates_numericality_of without first requiring 'active_support/core_ext/integer/even_odd'.
