Finish bumping rack-test

http://github.com/rails/rails/commit/a9c8995ac222db589c6434924d051d... bumps the required version of rack-test to 0.5.0, but misses a few spots, most notably the geminstaller.yml file that the CI server depends on. Attached patch finishes the job.

Josh, assigning to you because you did the first commit, just in case the mismatch was intentional.
