ActiveRecord::Base.partial_updates default to enabled

After reading Ryan's Articel on partial_updates and seeing the removal of the option from new_rails_defaults.rb (commit 888d5059bdb71e6d034d0c09d7e3b3e235fd8507) I got the impression that partial_updates are disabled by default. But in Rails 2.1.0 this option seems still enabled by default.
