Can't run rails3 w/o active record

Title says it all.

Latest rails3 checkout, e8ca22d129c1e93574e770dd69dc964be6686469, generated with rails --skip-activerecord.

So it appears that even though AR has been removed from frameworks, the AR code is still getting initialized in App.initialize!.
