Rails 3 assets caching issues

When you specify :cache option in stylesheet_link_tag or javascript_include_tag, Rails 3 master (Mar 10) creates a cached file in development environment. However, that option should work, by default, only in production.
Reproduced by DefV on #rails-contrib.

Oh, I forgot to mention that this is not only valid for asset caching, but localization files in yml format don't get reloaded as well.

I've attached a patch which fixes the asset_tag_helpers (javascript_include_tag and stylesheet_link_tag) by using config.perform_caching instead of ActionController::Base.perform_caching which wasn't being set for some reason. Tests pass. I didn't look into the other stuff like localization files but this could probably get someone started in the right direction I hope?
