ActionWebService is not include when rails:freeze:gems

when do rake rails:freeze:gems, ActionWebService is not included, which will cause:'uninitialized constant ActionWebService' when deploy a freezed rails application to a new server where ActionWebService gem is not installed.
--- sorry, skip me, ActionWebService is not part of Rails.
