I have a problem "Routing Error"

I am using Rails version 2.3.2 and NetBeans 6.7.1. I created an application and then create a controller called test.
Then I add test.html.erb in layouts but when I browser http://localhost:3000/test still says

Routing Error

No route matches "/test" with {:method=>:get}

How do solve this problem.
