not_equal_to option in NumericalityValidator

Hm, I think there's one option missing in NumericalityValidator. I'm implementing point system, there are few requirements on point's value: it should be integer different than 0 (I don't want to store zeros). It'd be nice to add few more options to the validator like: {:not_equal_to => :!=, non_zero => :nonzero?}.

    Test fails on Ruby 1.8.7 since Ruby 1.8.7 does not define != as a method. Works fine in 1.9.2 since it does. We need to postpone applying this patch until we only support 1.9.2 forward.
