script_rails_loader.rb does not propagate --debug flag to child process

when I run

ruby --debug -S rails c

to open a console in debug mode, the actual console is running in a separate ruby process from the original command, which doesn't get passed the "--debug" flag.

ruby --debug -S script/rails c

correctly launches the console in a debug environment.
