Update Prototype to 1.6.0.2

I was running into a problem with element.down in Prototype 1.6.0.1.
1.6.0.2 fixed the issue for me and contains a number of other bug fixes, optimizations, and security improvements.
Since it is a minor release that has been out since January I thought it made sense to apply the update in rails.
Attached is a patch that updates prototype to 1.6.0.2
