PostgreSQL support for bulk alter table

Bulk alter table allows to do multiple schema changes using one statement. This is both atomic and more efficient than traditional method.
@@@sql
ALTER TABLE users ADD COLUMN verified_at TIMESTAMP;
ALTER TABLE users ALTER COLUMN failed_logins SET DEFAULT 0;
VS
@@@sql
ALTER TABLE users ADD COLUMN verified_at TIMESTAMP, ALTER COLUMN failed_logins SET DEFAULT 0;
The patch is based on recently commited
MySQL bulk alter table.
Unlinke MySQL, PostgreSQL doesn't support adding/removing indexes
inside ALTER TABLE so that feature was disabled for
PostgreSQLAdapter.
