    The fact that Time.zone uses Thread.current to set the time zone means that Rails will not share this state across threads -- in other words, this is not a glob...

    You are validating presence of :empid on line 14:

    validates_presence_of :name,:empid,:email,:password,:username

    I'm not sure I understand the incorrect behavior...
