TemplateRunner.lib should have a &block parameter

In Rails::TemplateRunner.lib a block variable is used but not declared as parameter (&block).
Tests included in the patch.

Just found this bug is already fixed by patch in ticket #1618 with better tests. So this is a duplicate... sorry.
