Resources Routing not correctly generating paths

A regression was introduced in commit fef6c32afe2276dffa0347e25808a86e7a101af1.
The following works in Rails v2.2.2, but not in master or v2.3.0.
With a router configured without these lines:
map.connect ':controller/:action/:id'
map.connect ':controller/:action/:id'
and with a resource setup as below:
map.resources :projects
The /projects/ path is no longer accessible. However
/projects is.Comments and changes to this ticket

It is similar, be as far as I can tell /resource/id should default to HTML, at the moment this route is not generated at all.
