Allow gem engines to store all Rails-specific files in "rails" subdirectory

Currently, GemPlugins that are also engines expect to find the "app" and "config" directories in the gem's root directory. I'd argue this is a bad thing because it litters the gem with Rails-specific directories when everything could be contained in the already existing "rails" directory. This patch makes GemPlugin recognise these directories as subdirectories of "rails", so instead of a structure like this:
/rails/init.rb
/app/controllers/my_controller.rb
/config/routes.rb
You could have:
/rails/init.rb
/rails/app/controllers/my_controller.rb
/rails/config/routes.rb
The first example will still work; the patch makes GemPlugin return the "/rails/*" directories only if they exist.
