Separate tests for validate uniqueness with utf characters

In
activerecord/test/cases/validation/uniqeness_validation_test.rb:44
there is one basic test for validates_uniqueness that also contains
utf8 characters. It would be better to separately test the basic
behavior and utf8 support.
The patch removes the special chars from the basic test and adds a second test that contains special chars.

- State changed from “new” to “wontfix”
UTF-8 support isn't an 'additional feature' though, if it doesn't work with those strings, it's broken.
I'd prefer we left it as is lest people start thinking 'oh well, it's just those non-important utf8 strings that are broken'
