Rack-mount missing from Gemfile

http://github.com/rails/rails/commit/3952268929d72b691c1db925c5e9bf... breaks the actionpack tests when you set up your dev environment using the Gemfile. This patch adds the same version of that gem to the Gemfile as the one in actionpack.gemspec
