[Patch] Update Cookies API documentation and remove deprecated "cookie_verifier_secret"

This patch updates the Cookies API documentation and removes references to the deprecated "cookie_verifier_secret".

Documentation patches can be publically committed to http://github.com/lifo/docrails repository. They are reviewed and merged by core team into rails core every few days.
They have a policy of strictly accepting changes in comments/docs only. Your one change might just qualify.
