accept String value for render_partial :as option

Currently, render_partial :as option only accepts a Symbol
value.
This seems a little bit unnatural since it accepts the partial name
by String. IMO it's annoying to use different syntax for "partial
name" and "variable name".
Attached a patch to accept both String and Symbol.
