AssetTagHelper ensures that files are in the wrong directory (again)

This seems to have been fixed in previous version of Rails (https://rails.lighthouseapp.com/projects/8994-ruby-on-rails/tickets...) but is again a problem in 3.0.x.
The code has changed a bit since the original patch, but the idea is the same. I'm attaching the necessary patch against action pack 3.0.7.
