I18n: use :other instead of :many as default pluralization key

http://www.unicode.org/cldr/data... defines that the default pluralization key (i.e. the key for all cases that are not covered by other rules like :one) is :other and not :many.
Attached patch changes this for current Rails edge.
Sorry, this should have been in our recent changes already.
