Constant reloading not working in console

This commit has broken reload! in the console. Adding Dispatcher.cleanup_application before Dispatcher.reload_application seems to fix it. I've not created a patch because I'm not sure whether that's the fix you want or you're still working on some other refactoring that hasn't been commited yet.
