Add an :escape_url option to remote_function

Since remote_function is creating a javascript/AJAX function call it is reasonable to expect that we don't always want the :url parameter escaped. For example, in my case I was creating a drop_receiving_element and the url was dependent on the element being dropped.
remote_function should have an :escape_url option that defaults to true but can explicitly be set to false for cases like these.

I cleaned up the patch a little bit. The code is the same, just some formatting changes and I combined 2 checkins into 1...
