Bug replicated in 2.3.5 and 3.0. "rails g scaffold Foo::Bar" produces:
```
class Foo::BarsController < ApplicationController

I definitely understand the usefulness, but I don't understand why it should be part of Rails. Keeping it in a plugin seems like the right way to go, imo.

Rails 3.0 does not appear to support disabling auto-load of helpers. ApplicationController::Base does the following:
