I had reported this a few days after rails.js was updated and a few weeks before prototype.js was patched (I track edge daily for my internal projects)... A wee...

It appears that the new rails.js file requires prototype.js 1.7-rc2 but rake rails:update does not pull it in.

Just figured it out. Rails doesn't update prototype.js to the prerequisite version (1.7-rc2) when running rake rails:update.
