atomic_write should close permissions_check file before delete

When I try use :file_store, I'm get lots of .permissions_check.53479890.6336.946036 files in app root directory, created necessary folders in /tmp/cache but not cache files in rights place.
I'm found that check_file is not closed, so can't be removed, we get exception here, and temp file is not moved to right place.
I'm check that on windows.
