Make cache_template_loading enabled by default?

People upgrading to Rails 2.3 and not updating
production.rb config will be running with
auto-reloading templates in production by default.
Maybe we should make cache_template_loading enabled
by default (except in development mode)? Or at least a big
warning should be put in 2.3 release notes or on a main
blog when 2.3 is released.

It should not be default. Lets keep the same settings as 2.1 and make a post about this.
