Use session_id in request parameter when :cookie_only => true

If ActionController::Base.session = {:cookie_only => false} in environment.rb, I hope to use session_id paramenter of the HTTP request when the browser can handle cookie.

However, if the browser can handle cookie, Rails uses session_id parameter in cookie rather than request parameters. This feature makes the sessions of the mobile disable.

Attached patch accords session_id in request parameter priority over that in cookie.
