On the homepage, there is a word-bubble image under "Get
Involved"
It says (3rd item): Bug tracker.
But if you follow the link, there isn't a link to the bug
tracker.
Obviously, I found it, but I had to ask on IRC.

You're right.
http://rubyonrails.org/community should have a direct link to this lighthouse.
(There is one called "Code" in the top nav but that's missleading if you look for bugs)
