Update ActionMailer uses_mocha declaration

ActionMailer declaration of uses_mocha should be updated like it has been done in each other Rails component.

The current implementation of #uses_mocha causes a dependency error.

I attached both error log and patch.

- State changed from “new” to “resolved”
That NameError is a problem with Mocha. Your not supposed to require stubba anymore.
