Controller generator fails to create controller within a module

When I have created a controller Member and try to create a controller 'admin/members', the generator fails to create it complaining that the name 'Admin::MembersHelper' is reserved by Ruby on Rails.
This problem happens with Rails 2.1.0.
The code of Rails::Generator::Commands::Create#class_collisions was changed between 2.0.2 and 2.1.0. It seems that this modification causes the problem.
