Asset change broke engine asset expansions slightly

broke our engine expansions slightly. We do not do use :all for expansions, but rather require specific groups. For some reason, we needed to explicitly add filename extensions (.css, .js) to our expansions after this change. After that (and with the fix outlined in https://rails.lighthouseapp.com/projects/8994/tickets/6114) they work.

Matthew: could you provide failing test or engine example that will show the issue on master?
