Missing connection management methods for the SQLite adapter

SQLite adapter inherits dummy connection management methods from the abstract adapter, but it should use its own implementation instead. This patch implements active?, disconnect! and reconnect! methods for the SQLite adapter.
Please note that disconnected SQLite connection cannot be reconnected again (SQLite driver doesn't allow this) - this patch raises exception in such case.
