URLs with trailing slashes behave differently in Edge than in 2.2.2

Given a simple app with a User model and routing configured with:
map.resources :users
The following URLs resolve to UsersController#show in 2.2.2
/users/9/
/users/9
but in Edge, the version with the trailing slash results in a 404.
