Remove sqlite 2 from CI setup instructions

Now that sqlite 2 support has been removed from master, we don't need to use it to set up CI servers going forward.
Note: this ticket should NOT be backported to 2-3-stable.

No longer applies - fixed patch and used original header from Mike's patch to ensure patch gets credited appropriately.

We can close this ticket because first part is already in master and second part seems to be outdated because file geminstaller.yml is not present in master any more.
