Move TranslationHelper to I18n gem and bump I18n to 0.6.0

Due to a serious performance issue in JRuby (and reportedly 1.9.2, rubinius) we needed to change the I18n to not raise/rescue throw-away exceptions on missing translations any more, but instead use throw/catch. See https://github.com/svenfuchs/i18n/issues/82 for more details.
I18n 0.6.0beta1 should fix that issue. (This version has not been released, yet, but can be built straight from the repository.)
This change should go into 3.1 so we'll need to bump the version in Rails.
