Make Gem Dependency Optional

This patch allows a gem dependency be specified as optional. If an optional gem is missing, it will only print a warning rather than abort on start.
config.gem 'qrp', :optional => true

I'm -1 on this. What is "optional"? Also, how does this relate to the "development" flag on ruby gems (added in 1.2.0, see gem install --help). See comments on rails core mailing list...
